I'd still consider it a gimmick more than anything. I don't think Gosho ever thought much about how much Kogoro would charge. And those numbers (¥43,103,000≈$555,500) in the first 40 volumes) seem excessively high, especially considering Kogoro's standard of living.I think this might even warrant a detailed analysis and a topic of its own. So the most likely scenario is that Gosho got a call by his editor that they needed the organisational structure of the BO and he drew something up that can pass muster but is not necessarily complete or anything.
Edit: Most of the individual payments make sense, but I have no idea where the ¥35,100,000 at the end come from.
Ich würde trotzdem sagen, dass das in erster Linie eine nette Spielerei. Der Verdienst von Kogoro scheint mir mit 43.103.000 ¥≈386.140 € bis Band 40 ziemlich hoch, vor allem wenn man bedenkt, wie Kogoro lebt. Das sollte vielleicht im Detail analysiert oder ein eigener Thread dazu erstellt werden. Wahrscheinlich hat der Verlag einfach Gosho angerufen und gesagt "Wir brauchen was zum Aufbau der Organisation" und er hat sich dann was zusammengedacht, was halbwegs plausibel scheint, aber nicht zwingend komplett ist.
Edit: Die einzelnen Zahlungen sind meist nachvollziehbar, aber wo dann am Schluus die 35.100.000 ¥ herkommen ist mir nicht ganz klar.

I don't think those politicians would be real agents though. Same for Itakura or Numabuchi. It's more likely they were coerced into doing what the BO wants them to. Or they have been lured with false promises of power, then I'd group them with Akemi, hierarchy-wise.
Ich würde Politiker nicht als Agenten zählen, genausowenig wie Itakura oder Numabuchi. Wahrscheinlicher scheint mir, dass die BO sie mittels Erpressung o.ä. zu Erfüllungsgehilfen gemacht hat. Möglicherweise wurden sie auch mit Machtversprechen gekädert, dann könnte man sie in der Hierarchie vielleicht bei Akemi ansiedeln.
